Look you're not being pedantic enough. Iceland didn't even have its current constitution until 1944. It wasn't even really the same government.

Also, how much do we know about how earlier governments ran themselves? We're talking specifically about party politics, and if the Althing is anything like the Tynwald on the Isle of Man, which often cites itself as the oldest continually running parliament in the world, the representatives don't have party allegiance.
